would been properly stopped when the ball went out of bounds.

Ruling: REVIEWABLE; A 1/10 @ B-45; DQ B99; 25/CLOCK STARTS AT THE OPTION OF TEAM A; because there
was a change of possession during the down, the targeting penalty will be enforced from the previous spot. Team A will have the option of starting the clock on the snap or ready for play because the play occurred after the 2:00 timeout and the score is tied.
