Team A is set in a legal formation with 30 seconds remaining on the play clock. QB A7 is in position 5-yards behind the center and claps as if to call for the snap. When A7 claps the three receivers that were set tight to the left side of the formation abruptly step back to shift out toward the numbers. Defensive end B90 jumps across the neutral zone and contacts TE A88 in a reaction to the shift.
Ruling: A 3/9 @ B-49, ready. Because the action by Team A simulates action at the snap, this is a foul for a false start. (7-1-2-b-1)
FK @ A-35. The free kick is muffed at the B-10, bounces and is headed toward Team B’s goal line. At the B-4 B27 recovers the kick and his momentum takes him into the end zone. B27 is running in the end zone where A41 tackles him. During B27’s run, B50 blocks A81 low at the B-6.
Ruling: B 1/10 @ B-2, snap. Momentum rule applies since the recovery of the kick occurred inside the B-5. The momentum spot becomes the basic spot for enforcement and the foul occurs beyond the basic spot. There is no option for a rekick since the foul occurs during the run (the kick has ended).
4/10 @ A-45. B1 signals for a fair catch at the B-10, but lets the punt go over his head. After the signal B1 blocks A88 above the waist at the B-12. The punt bounces at the B-5 and is in the air over the end zone when A9 bats the ball back into the field of play. A21 possesses the ball at the B-4
Ruling: B 1/10 @ B-6, snap. The block by B1 is illegal since it followed the fair catch signal and he did not touch the kick. The illegal touching by A9 makes the B-20 the PSK spot (2-25-11- special case 2), however the foul occurs behind the basic spot. Enforcement of the penalty will be from the spot of the foul.
2/13 @ A-27. QB A7 completes a pass to A87 at the A-41 where he is tackled. B20 is flagged for
holding receiver A88 at the A-29 prior to the pass.
Ruling: A 1/10 @ A-41, ready. The penalty for DH is declined as enforcement of the penalty
would be from the previous spot and the result of the play is a first down with better field
position
2/13 @ A-27. QB A7 can’t find an open receiver, but he is able to scramble to the A-41 where he is tackled. Prior to A7 leaving the tackle box, B20 is flagged for holding receiver A88 at the A-29.
Ruling: A 1/10 @ B-49, ready. The penalty for DH is enforced from the end of the related run.
2/12 @ A-38. QB A15 receives the snap and sets up at the A-32 for a pass. At the snap RB A22 releases to the right in an effort to set up to receive a pass. LB B55 tackles A22 outside the tackle box at the A-36 thinking he was the ball carrier. A15 is sacked at the A-32.
Ruling: A 1/10 @ A-48, ready, 25. DH since there is no legal forward pass. Enforcement is from the previous spot since the related run ends behind the neutral zone.
3/6 @ B-46. Team A is running a high tempo offense. During a charged timeout before 3rd down, Team A calls a play for 3rd down and also for 4th down, if needed. A32 runs the ball to the B-41 and quickly comes up to the line to snap the ball for 4th down. All 11 Team A players are in a set position in a legal formation and Center A57 has his hands on the ball. With the snap imminent, Team A decides to punt and sends its punt team out, substituting for all 11 players. Team B is given time to match up substitutes. After the Umpire steps off the ball, Team A punts, with the ball rolling out of bounds at the B-4.
Ruling: A 4/6 @ B-46. Once the snapper is established for any down (Rule 2-27-8), he must be the snapper for that down. Team A has effectively created a False Start when A57 is substituted for. This play should be shut down as a dead ball foul.
3/8 @ B-38, 0:47 remaining in the 2nd quarter; neither team has timeouts remaining. A12 rolls
to his right under pursuit by B99. As B99 begins to tackle A12 a pass is thrown to A86 that is
caught at the B-29, where A86 goes out of bounds with 0:37 on the clock. There is indisputable video evidence that A12’s knee was on the ground at the B-42 with 0:41 on the clock when he released the pass.
Ruling: A 4/12 @ B-42, ready, 0:31 on the game clock. Replay will overturn the ruling to the runner down and a running clock. The game clock is reset to 0:41, but then a 10-second runoff is
enforced. With neither team having a timeout there is no option.
