Under NRM 1, how do you measure internal walls?
Measure in m2, ignoring openings for doors etc
Under NRM 1, how do you measure stairs?
Measure by number, giving details about the number of stories, the rise of each story, and any description around shape (spiral, continuous, landings)
Under NRM 1, how do you measure finishes?
Wall, Floor, and Ceiling finish in m2.
Dado rails, skirting, and cornices in m
Under NRM 1, how do you measure steel?
Measured in tonnes
Under NRM 1, how do you measure the facade?
Measured in m2, on the centre line with no deduction for openings
Under NRM 1, how do you measure demolition?
Typically in m2
What items are included under preliminaries?
- Site accommodation/fit out
- Records/as-built drawings

What is a typical risk percentage at each stage?
It depends, and a risk register should be used as soon as practicable. But a general rule of thumb would be around
- Stage 2 - 15-20%
- Stage 3 - 10-15%
- Stage 4 - risk schedule (5-10%)
What does IPMS Stand for
International Property Measurement Standards
What does IPMS do/contain?
It is an international standard for the measurement of GEA, GIA, and NIA
What is the IPMS equivalent for GEA, GIA, NIA?
IPMS 1 - GEA
IPMS 2 - GIA

What are the sections of NRM 1?
- Introduction to the use and purpose of the document
- Rules of measurement for OCEs

Why should you use NRM?
It is a standard set of rules used throughout the industry and provides a standard basis from which to measure and quantify works, allowing for easier comparison
Why might you not use IPMS?
If the client requests you base your measures on the Code of Measurement Practice. This may be due to their own internal bench marking data being on a CMP basis e.g. when deciding budget on £/ft2

What is GEA?
Measure to the external face of the external wall
What is GIA?
Measure to the internal face of the external wall
What is NIA?
Measure of usable space. Excludes internal structures (columns, load bearing walls), common spaces (lobbies) and amenities (office toilets, cycle stores)
What is the purpose of a BoQ?
- To provide the estimator with an accurate picture of the scope of works
- It provides the basis for valuation of interim payments and variations
What happens if there is an obviously incorrect rate in the BoQ?
If the BoQ is contained within the contract with the error, then both parties must stand by said rate, even when valuing variations (unless mutually agreed to change to a more fair and reasonable rate)
What are Preambles?
An explanation of a document, commonly found in contracts, specifications and bills of quantities. It can help with the interpretation of the document
How would you include for a nominated subcontractor in a BoQ?
I would include a prime cost sum based on the subcontractor quotation, and then an allowance for any attendances/storage/material costs from the contractor, as well as their OH&P percentage.
What is the hierarchy of information?
- BoQ
- Specification
- Drawings
How would you measure a floor slab in line with NRM1?
m2, only making deductions for holes greater than 1m2
What is the rule of thumb for when plant is main contractor or a subcontractor item?
Typically, if it is used by more than 1 trade, it is a main contractor item
