Making digital engagement equitable
1) 81 percent of Americans have smartphones—digital outreach should be mobile app compatible. Provide mobile hotspots to supplement internet services.
2) Standardize public engagement practices — whether in person or virtual — so stakeholders always know what to expect and feel more comfortable about participating.
3) Feedback from digital communications is often taken less seriously; planners should overcome this bias.
4) In virtual meetings, provide live translation.
5) Phone interviews and mailed surveys with postage-paid return envelopes are still useful feedback options.

Intensive collaboration brings together stakeholders and staff to develop a detailed design plan for a specific area. Effective for quickly developing consensus.

Delphi Method
Structured process of public participation with the intent of coming to a consensus decision. Panel selected to complete questionnaires. After each round revise answers to converge on single solution.
Nominal Group Technique
Group process involving problem identification, solution generation and decision making - for group of any size to come to a decision by vote. Allow for everyone’s opinions to be considered. List ideas. Rank solutions. Discuss rankings. Etc.
Facilitation
Uses a person w/ out a direct stake in outcome to help groups that disagree work together to solve complex problems and come to a consensus.
Mediation
Neutral third party facilitates in a structured multi-stage process to help parties reach satisfactory agreement. Dispute resolution process.
Public Hearing
Associated with a governing body. Allow formal citizen input at end of planning process. Often required by law. Ineffective at building public participation and consensus.
Visual Preference Survey
To evaluate physical images of built and natural environments. Aggregated scores determine resident preferences.
