Bolsheviks promised everything the people wanted, an end to war, end of the food shortages and the re-distribution of land.

Did little to deal with its opponents. Even after the Bolsheviks rebelled in July 1917, the government allowed the Bolsheviks to continue.

Set up ‘death squads’ to execute deserters from the army. This made things worse.
