Portfolio Managers : executives in portfolio review board are part of project selection committees and belong to high-level project governance side of org. Gauging ROI of project, identifying value of project, analyzing risks involved in taking up the project, identifying factors that may influence the project.
Program Managers : in coordination w/PMs manage related projects in a program to obtain max benefits, they also provide guidance and support to every individual project.
Stakeholders (#2)

Training and mentoring support to PMs and project team members. Support and guidance in managing projects and usage of tools. Support for resource allocation. Provides timely reports on project metrics. Acts as liason between project team and other stakeholders.
PM
??? acting as procurement manager for projects that involve multiple contracts and vendors. Being responsible for inputting data into PMIS and confirming accuracy of data. Assuming role of PM in his or her absence.
Project Management Team :

Project Coordinator
