Primary Education
In 1860 7% of the army were literate
and in 1864 the responsibility of primary school and their board went to the zemstva
The number and quality of schools increased and the borders dominated by the clergy, Nobles and officials
this meant that there was limited access to it by the poor
The church still provided a schools and the school board eventually went back to the church in 1866
In 1870 some of the zemstvas power taken by Tolstoy the minister of education
In 1877 the Ministry of Education had control over what the zemstva can do
the central government officials had authority over
the appointed teachers

In 1880 there were 23,000 primary schools in Russia

Under the first duma there were plans for universal primary education by 1922
In 1914 there were 81,000 primary schools
By 1914 51% of people aged 8-11 attended primary schools
1897: Litteracy rate in russia was only 21%

In 1918 the local Duma and zemstva were abolished and the powers were placed into the hands of the local soviets who had administration over primary schools

By 1930 there were universal compulsory Primary School education till the age of 12
in 1929 there were eight million Primary School pupils
and by 1930 this increased 18 million
The teaching of religious scriptures was removed from the primary school curriculum
The war on literacy campaign was done to improve literacy levels in adults as well as children attending Primary School
the aim of creating a more educated and capable workforce
Under Stalin there were also some extra subjects in primary school such as Revolution which helped reinforce the idea of communism to all of the children
