- was PM from 1801-1804
-he was strongly influenced by Pitt but was more conservative and anti-reform
-got reflected twice as a speaker in the commons
Success - financial reforms thanks to the peace of armies with France
-and improve the system of income tax collection and instigated several measures to attempt to win the war with France
Failures - however he was always seen as second best to Pitt and his minster was weakened by his own lacklustre performance in Parliament and opposition schemes to bring him down
- many craved Pitt back by 1804 and Addington support had fallen away and stood aside
