It is the executive authority of EU (Not a government btw):
1. Frames policies with legislative proposals (ALMOST EXCLUSIVE POWER)
2. Enacts Quasi legislative norms with delegated acts
3. Adopts implementing measures
4. Monitors the correct application of the Treaties (Guardian)
5. The President together with HR and President of Council ensures the representation of EU in external relation

5 years, just as the EP since the latter appoints the Commissioners

Appointment Procedure

Answer 4

1. President of the Commission is elected by the EP with absolute majority on QM-voted proposal of the Council (must be the best representative of the main political party)
2. The Council proposes a list of Commissioners according to what national Govs propose
3. EP votes the body (possibility to exclude some commissioners)
4. Council appoints the Commission with QM

Can the Commission’s term be terminated before the deadline?

Yes,
a) by motion of censure
B) by collective resignation

And individual commissioners by resignation OR ECJ ruling
