What is the rating chain for OER?

What are the rated officer responsibilities?
- Meet w rater w/in 30 days
- initiate discussion of duties and objectives
- assess and update objectives
- complete DA form 67-1A (support form)
What are the qualifications for raters
?
- Immediate supervisor
- US/Allied/US gov official
- Senior in grade/date of rank (command is exception)
What is the min time for a rater to qualify?
- must serve 90 days
What are the rater responsibilities?
- Provide rater and senior rater support forms
- discuss job description and performance obj w/in 30 days
- counsel quarterly
- assess performance of rated
- verify height/weight/APFT
What are the qualifications for intermediate rater?
Same as rater
When do you use intermediate rater?
Limited to speical branches and dual supervision situations

Time required for intermediate rater?
60 days
Intermediate rater responsibilities?
- Familiar w rated officer performance
- input for DA 67-10-1A
- provide objective, comprehensive evaluation of performance and potential
What are the senior rater qualifications?
- Senior to rater/intermediate rater
- US/Allied/GOV
Minimum grade
- military O-4
- Civilian GS-13
Minimum time for senior rater?
60 days
Senior rater responsibilities?
- Review DA 67-10-1A
- Ensure rater counsels rated officer
- Evaluate officers POTENTIAL
- Conduct final review
- Refer reports PRN
When would you need a supplementary review?
When no uniform army rating offices for the rated individual (rated by other branch or civilians)

DA 67-10-2: field grade
DA 67-10-3: strategic LDR (COL)
DA 67 10-4: gen officer

Minimum rating period?
90 days for AD
120 days for reserve/guard
What are referred reports?
Reports that contain negative comments or unfavorable ratings
What happens with referred reports?
They are referred to the rated officer first then they may:
- commanders inquiry
- appeal process
What are the mandatory referrals?
- Fail for APFT or No for weight
- negative remarks Part IV (professionalism, competencies, attributes)
- “do not promote” or similar
- “not qualified” in senior rater box
- negative comments in narratives
What constitutes commanders inquiry for OER’s?
OERs containing:
- alleged errors
- injustices
- illegalities
Reports may not be altered other than to correct items indicated during the inquiry
What are the types of appeals?
Two types
- administrative
- only for admin errors - Substantive
- difference of opinion
- prejudice
- inaccurate/unjust rating
Who adjudicates appeals?
Administrative:
- adjudicated by eval appeals branch HQDA
Substantive:
- adjudicated by army special review boar d(ASRB)

Any part
