Main requirements of a successful CI campaign:
a. Complete coop b/w the different agencies of the Gov engaged in combating insurgency.
b. Isolation of the guerillas from the people supporting them.
c. Improved adm of ravaged areas.
d. A sound int networks.
e. Dest of the hard-core of the hostiles.
Main requirements of a successful CI campaign:
a. Appointment of a Director of Operations.
b. Estb of a Joint Headquarters.
c. Estb of a Joint Committee.
d. Provision of an integrated int org.
Measures to be employed for Good Govt:
a. Ensuring an efficient & honest adm & attending to the material needs of the people.
b. Demonstration by Gov of its ability to protect the people & its ability to defeat the hostiles.
c. Fraternization & mil civic action by the SF.
d. Rehabilitation camps for surrendered or captured hostiles.
e. Psy warfare.
Fraternization & Mil Civic Action need foll emphasis:
a. Appointment Women should never be molested. They shd be treated with respect.
b. Looting under pretext of collection of souvenirs must never be permitted.
c. Nothing should be taken forcibly fm the people. everything should be paid for.
d. No forced labor shd be taken from the villagers; services rendered by them shd be promptly paid for.
e. Village elders, religious & school teachers shd be treated with respect.
f. The villagers shd be treated in a considerate manner; they shd not be tortured beaten or bullied.
Mil civic axn shd be based on the foll principles:
a. A project originated by the local people & then adopted by mil unit is more desirable & has a greater chance of success than one conceived elsewhere.
b. A project must have a short completion time or have phases that provide frequent opportunities to evaluate its effectiveness, the continuity of the project till its completion, must be catered for.
c. The results shd be visible to the public.
d. The results shd demonstrate to the public the benefits of an association with the mil & civic authorities.
