A

A

Anything that the government provides for free to support its people.

E.g. Universal credit, NHS, emergency services

What are the problems of state control in education?

A

Schools have no incentive to improve as students will attend regardless of the low standards

What are the problems with the curriculum in schools?

A

The common curriculum does not meet the needs of individuals as it is too broad. This means that employers are provided with a group of similar employees rather than a variety of specialist ones

What do the New Right suggest to solve the problems caused by state control of education/

A

Impose marketisation which will give schools an incentive to improve as there is competition

What systems are in place to enforce marketisation?

A

Voucher System = Parents are given a metaphorical voucher to spend on education. The voucher is the primary source of funding for the school therefore they have to compete to attract students

OFSTED: bad reports = fewer students

League Tables = can compare school vs school

National Curriculum = results can be equally compared as everyone is learning the same thing

Open enrollment = students can apply to any school they want to

What is cream skimming and who theorised it?

A

Bartlett says that schools with the better grades pick the best students which makes results inaccurate. The “cream” at the top of the milk are the best students while the “silt” at the bottom of the milk is avoided (silt shifting).
