Where does the MEL come from?
Airbus produce an MMEL for the aircraft type. Each operator uses the manufactures MMEL to produce their MEL. The MEL is always more restrictive than the MMEL. It is approved by the IAA. The MEL is a flight ops document but M+E help produce it. Stephen Swan in engineering is responsible for the MEL. The MEL is available on the aircraft EFBs, Techweb and Aerodocs.
Who Approves the MEL?
It is approved by the IAA.
What are PCI items?
Passenger convenience items, passenger related items that have no effect on flight safety.
What are non safety Related Items?
A Non safety related items are equipment that when defective have no effect on the ability of the aircraft to be operated safely the items must be evaluated under the 6 items listed in the MEL.
What interval should PCI and NSRI be given?
120 Days
What are the repair intervals in the MEL?
Cat A Specific time limit given in the MEL, Cat B (3 Days), Cat C (10 Days), Cat D (120 days). MEL limits begin after midnight on the date of discover.
Can MEL Extensions be granted?
A Cat A items cannot be extended, Cat B, C, and D can be extended by a maximum of the initial interval. Request are made through the DMM on ALD 124 to the DME.
Who has final say on all MEL items?
The commander has final say on whether a MEL item is acceptable for the intended flight.
How are recurring defects managed?
If an MEL item is closed and the defect returns on the next flight the MEL must be applied from the original date of the first defect.
Where would you find a maintenance procedure for a MEL?
All MEL maintenance procedures are in the Deactivation/Reactivation section for each ATA chapter in the AMM.
If we get a new aircraft into the fleet can our MEL be used?
The effective aircraft are listed in the MEL so if we get a new aircraft the MEL would have to be updated before it is used on that aircraft.
If a component is missing from the aircraft can the MEL be used to release the aircraft?
No missing components bust be deferred IAW the CDL which is in the Flight Manual.
What do the symbols in the MEL mean?
(*) Cat 3 implication,
(m) Maintenance action required,
(o) operational procedure required,
(r) RPN related item,
(s) special inspection required,
(t) MNPS related item,
(v) RVSM Related Item,
(y) P-NAV related item,
(z) R-NAV App related item.
Where do you put the placard on MEL items that require a placard?
The placard goes on the front of the log and an inoperative sticker beside the switch for the defective system.
What info is required to be recorded on the WO for every MEL item?
Every MEL item Requires: MEL Ref, MEL Cat, Expiry Date and Expiry Time to be recorded on the WO.
