This is due to migration from rural areas by people in search of better economic prospects such as the establishment of Special Enterprise Zones in Chinese Cities.

It is easier to expand services for more people cost effectively.
Less environmentally damaging to provide transport and other services.
Larger and more diversified employment market.
Better education and healthcare so more equality.
