When was the Marshall Plan created?

What did the Marshall plan do?
It provided economic aid to countries in need of it. This way they don’ fall to Communism in desperation. As a side effect, it kept trade between the Western countries’ and the USA alive.
Why was the USA so concerned with the economic state of Europe in the first place?
Poverty breeds Communism, meaning the Marshall plan eliminates one key factor needed for Communism to form.
What were the Humanitarian reasons for the Marshall Plan?

What did the Soviets do to counter the Marshall Plan?
They set up Cominform in September 1947, a Political Propaganda spread to first try and counter the Marshall Plan.
They then later set up Comecon in January 1949 as a Physical response with economic aid to all countries controlled by the Soviets at the current time.
