What is the certificate for MARPOL 1?
IOPP
Who needs an IOPP? And what is the survey requirements?
Every oil tanker of 150gt and above and all other vessels of 400gt and above.
Initial IOPP by MCA ONLY, then Annual, A/Int, A/Int, annual and renewal by MCA or UK RO.
What is surveyed in an IOPP survey?
- ODME Equipment
- Slop tank set-up
- OWS
- Oil filterning equipment
- Structure, equipment, system, fitting and arrangements
Can you discharge oil water in a special area?
Yes provided it’s not from Cargo pump room or cargo residue (tankers)
What are the special areas for Annex 1?
- Black
- Baltic
- Antatric
- Med
- Red
- Gulf area
- Guld of Aden
- South of South Africa
- NW EU Waters
What are the requirements to be able to discharge of oil from a ship?
Ships over 400gt in/out of special area:
- en route
- no cargo residues
- Must pass oil filtering equipment
- must not exceed 15ppm
- allows processed bilged water to be discharged
- OUT OF SPECIAL AREA from pump room
What are the requirements for an oil tanker to discharge (from slops) (cargo spaces)
Prohibited except:
- not in a special area
- more than 50nm from nearest land
- Not exceed 30L/NM
- not more than 1/30,000th of total oil capacity.
- ODME operational & slop tanks.
Talk about the requirements of ODME. WHo needs to approve the system? etc
- Administration needs to approve
- Automatic shoutdown if discharge exceeds 15ppm
- Tanker alarm and stop if discharge more than 30L/NM
- Records must be retained for 3 years
Oil record book (all ships of 400gt + and tankers 150gt +) what do you record?
- Bunkering ops
- discharge of any dirty ballast
- discharge of bilges / oil residues
- Ballasting or cleaning of fuel tanks
- accidental discharge
- any failure of equipment
- any insections / repairs
Additional OLB part 2 for tankers, what is recorded?
- cargo loading and unloading
- transfer of cargo / ballast
- cleaning of cargo tanks
- discharge from slops
- equipment failure
- inspections and repairs
SOPEP, who needs it?
Tankers of 150gt and more plus all other vessels of 400gt or more.
Describe SOPEP and how it affects you?
Shipboard Oil Pollution Emergency Plan.
Drill at least every 3 months.

What do you need to complete a STS if you are on a tanker?
An apprived STS operations plan, describing how STS operations are to be conducted.

- details of separating filtering equipment
- details of holding tanks (bilge water)

B (oil tankers)
From A info plus:
- Details of SBT, CBT, PL, COW
- Details of ODMCS
- Oil content monitor
- details of slop tanks
- pipes and arranagements
- any exemptions.
What are the catagories of NLS?
X - Major haz
Y - present haz
Z - Minor haz
Criteria to discharge NLS Cat X?
Discharge is prohibited. Washed tank water discharged to shore until concentration is <0.1% by weight. Any subsequent water can go into sea if:
- > 7kts
- > 12NM from land depth ?25m
- Below WL
Special Area for NLS?
Antarctic
Discharge criteria for NLS Cat Y
Prohibited unless:
- >7kts
- Below WL
- Not more than 1ppm in wake
- Max Qty not more than 1/3,000th of tank capacity
- >12NM & >25m depth
Discharge criteria for NLS Cat Z
Prohibited unless:
- >7kts
- below WL
- concentration not more than 10ppm
- max cargo not more than 1/1,000th of capacity
- >12NM & >25m depth.
