What is ISPS and where does it come from?
The international ship and port facility security code, SOLAS ch 11-2.
Does you as Master have overriding authority under the ISPS code?
Yes. The master will take any action necessary to ensure the security of the vessel and will not be obstructed by any person or port, they are however unable to change security level but may implement measures of a higher level.
In your own words, what is ISPS code?
Comprehensive set of measures designed to strengthen security of ships and port facilities by adopting an array of measures, employment of specified duties and inspection regiemes. Thus, deterring security threats through the risk management method.
ISPS establishes:
- defined roles and responsibilites
- places reponsibility on fag state, port and the ship
- enables exchange of security info when required
- creates a security awareness culture
- requires everyone to be at least aware of the ISPS by certification PDSD or SA course.

What vessels comply with ISPS?
All Pax, cargo 500gt and over int voyages, offshore units and port facilities that serve these vessels.
SSO.
Can be anyone qualified with a SSO cert.
What do you understand about the CSR? And what vessels must maintain a CSR?
Issued by UKSR to the vessel, I call it the story book of the ship and it’ll remain with the vessel through the entire lifetime, even if handing over ownership / flag etc.
“Form of log book that stays with the ship for its whole life and records all changes of owner, flag, name, class , ISM etc.”
Required for:
- pax vessels on int voyages
- cargo ships of 500gt + int voyages
- Class A pax ships operating on domestic services in the UK.
You take over a brand new ship, what happens for the vessel to be issued with an ISSC?

What are the ISPS drill requirements?
- Security drill every 3 months or when I deem it necessary (before entering HRA)
- 25% of crew change then do a security drill within 1 week
- every 12-18 months complete a full scale drill with SSO,CSO,PFSO (remember Hirta and we done this)
All seafarers to do security training.
- security drill within 5 days of taking over new ship. Pre dep drug and stowaway acceptable.
- SSO and CSO to be certified.
Your Chief Officer SSO comes to your cabin and states the PFSO has arrived to verify your SSP. Is this allowed?
No. The SSP is resrticted document. I would remind the SSO that the PFSO can see the following:
- Visitor log and passes
- Last 10 port visits
- dates of drills
- Sight the SSP (do not let them go through it)
- Approval stamp of SSP
- ISSC
- CSR

On passage the DfT have increased to security level 2, what will you do as Master?
I would hold a meeting with SSO. We will review the procedures laid down on the SSP. Change the level on the ship security board. I would then instruct the SSO to conduct a security awareness training morning/day with all crew including the engineers. We need to be aware of the risks and additional duties to be implemented. All QMs are to be re-trained on security prcedures, bag checks and the use of security equipment as well as familiarity with roving patrols. I would also contact the CSO and confirm that we have taken proactive measures on board. We need to establish what the security level is of the port and consider DoS.
When would you exchange a DoS and what is in a DoS?
1 - when a ship is higher level than port
2 - when entering a non ISPS port
3 - then operating at level 3
4 - ship to ship tx (remember bunkers!!)
5 - Following a security incident
6 - When level changes in port
7 - When level changes during STS
8 - When requested to by Gov Officer
9 - When intending to load, carry, or discharge DG in th UK.
