What is the ACS?
Alternative Compliance Scheme. Mgn568
Streamlines the survey and certification process whilst maintaining standards and minimising duplication of effort with ROs (Class).

What Inspections do the MCA retain under ACS?
ISM, ISPS, MLC, initial IOPP and SMD.
What certificates are SOLAS certs?
SAFCON, DG DOC, Cargo ship safety cert, cargo ship radio certificate, passenger ship safety certificate, ISM DOC & SMC, ISSC, SMD, CSR.
Under ACS, who issues what (RO/MCA)?
RO ALL exepct the following:
- Initial IOPP
- ISM DOC
- ISM SMC
- ISSC
- MLC 2006
Can a passenger vessel be on ACS?
No, MCA retains the responsibility for pax vessels and completes their surveys. As per MGN 568 “Other than passenger vessels”
What are the ROs?
ABS, BV, LR, DNV GL AS, RINA, Class NK.
What is the ACS elegibility critera as per MGN 568?
Voluntary, all UK VLs (except pax) which trade int and to which the principle maritime coventions apply (STCW, MARPOL, SOLAS & MLC).
- no detentions in past 36m
- no more than 5 deficiencies in last 12m of PSC inspecitons
- Classed with a RO
- MCA to have access to records and files
- Owner to notify MCA ONE MONTH prior to any in / out the water surveys
- no condition of class
What is the MGN for in water surveys?
MGN 546 iaw MS (SURVEY+CERT) REGS 2015
Detail the requirements for in water surveys for cargo and pax vessels?
Cargo (VLs of 500GT + subject to SOLAS or vessels less than 500GT holding loadline certs / load line exemption)
Two inspections of the ships bottom (below deepest waterline) during any 5 year period at intervals not exceeding 36 months, of which one must be out the water and coincide with the SAFCON survey.
NO TANKER OR BULKER >15YO TO WHICH ENHANCED SURVEY PROGRAMME APPLIES WILL NOT BE CONSIDERED FOR in water survey.
PAX (which go to sea)
Inspection of the ships bottom is required annually. In any 5 year period, two such inspections shall take place out of the water, max interval 36 months. MCA MAY EXCEPT only one out of the water on a case-by-case basis. IWS should be carried out when an inspection out of the water is not required.
Detail the entry process to ACS.
Owner / operator applies to the UKSR, using the forms which can be found on the MCA website. The UKSR will consider the application and if happy, pass this to the survey branch of the MCA.
If a new build or flagging in - The MCA will conduct an inspection (normally along with the flagging in inspection), and issue an interim Certificate of Inspection (CoI) which will have the same expiry as the interim SMC. The MCA will then revisit to conduct the initial SMC and CoI inspection, if all well the vessel will be issued their full CoI MSF 1115 (Valid for 5yrs??? maybe, need to check)
If it is an existing ship already in the flag, then the full inspection will take place and if MCA happy they will issue the CoI MSF 1115 - again need to check expiry date either 5 yr or same as SMC?
You join a new vessel as Master, how do you know if your vessel is in ACS?
Check for a valid certificate of inspection issued by the MCA MSF 1115
Explain revocation of CoI
MCA retains the authority to deny or revoke certification under ACS, or may detain a vessel if:
- serious marine incident / PPE
- failure to correct an ACS condition of class
- expiry or invalid required documents?
- A PSC detention (MCA will review)
- Repeated failure to rectify deficiencies.
What is EAS and assocciated MGN?
Enhanced authorisation scheme, MGN 561
Provide a background to EAS
Recommended by UK Maritime Growth Study, introduced EAS on the back of that. By invitation only. EAS provides for partial or full authorisation to UK ROs for survey and audit of selected UK vessels operated by eligable companies; linked to a flag inspection regime and based on a risk profile.
What inspections do the MCA retain under EAS?
MCA retain overarching authority. MCA will continue to complete ISM DOC and safe manning document.
What is the eligibility critera for EAS?
- Invited ships, not passenger ships, which trade internationally and where the maritime conventions apply.
- MCA risk profile vessels, they must be low or standard risk to be considered.
- Shipping companies must already be existing with a track record of having UKSR vessels.
Will the MCA complete flag inspections?
Yes. Although primarily UK ROs will complete audits, surveys and inspections, the MCA will conduct flag inspections on EAS vessels. The time between flag inspections will be dependant on the vessel’s risk profile (low 1 every 5 yrs; standard 2 every 5 yrs; raised will be annually) and reports from the UK ROs. These inspections will be similar to that of an expanded inspection under PSC.
What is issued to shipowners for EAS?
A letter of notification of extended authorisation, reissued annually by the MCA (therefore risk profile may change).
