A

Additional Measures for Bulk Carriers.

Damage Stability Criteria
- 150m in length + can withstand a flooded cargo hold, in any loaded condition, and remain afloat in a satisfactory state of equilibrium. (single skin 1999 double 2006)

  • built before 1999, shall be able to withstand flooding for foremost hold, and remain afloat in a satisfactory state of equilibrium. However if assigned a reduced freeboard can comply with critera as per vessel built after 1999.

Structural strength of bulkers
- designed to withstand bilging of a compartment to the outside waterlevel.

Structural integrity

Survey and maintenance
- Enhanced survey scheme

Shipper to declare cargo density decleration

Loading Instrument
- indicating hull girder shear forces and bending moments.

Water Ingress System
- 0.5m first alarm
- 15% of hold depth or 2m whichever is less 2nd alarm
- 0.1m alarm in any dry or void space forward of foremost cargo hold

Sailing restriction with any hold empty
- if unable to withstand flooding requirement, no hold shall be empty and shall be filled minimum of 10% capacity of the hold.

What is the enhanced survey programme? mgn 668

A

As per SOLAS CH 9 (safe operation of ships) additional special survey

Annual, intermediate and dry dock survey.

For every bulker and tanker to undertake a further in depth inspection of the structural integrity of the vessel as these vessel are exposed to larger BM and SF.

Minimum requirements for inspection:
- cargo holds,
- piping
- ballast tanks
- hull plating
- watertight bulkheads
- thickness measurement
- damage history

Annual - Overall survey

Close-up survey.

3 reports
- condition evaluation report
- hull related report
- thickness measurement report

ESP file on board

Report any hull deficiencies during PSC inspections or any hull related non-conformaties.

Content of cargo securing manual?

A

Is to be provided for ships carrying any cargo other than solid or liquid bulk. It is to be approved by class or flag state and remains valid for life unless something is changed.

Content of cargo securing manual:
1. inventory of all lashing equipment (portable and fixed)
2. SWL of all lashing equipment and securing points on ship
3. Sample loading diagram
4. Statistics; i.e. forces acting on lashing equipment
5. Use, test procedures and maintenance of all lashing equipment
6. Stack weight, stack height for containers and their lashing methods.
7. TANK TOP HATCH COVER LOAD DENSITIES
8. CARGO SAFE ACCESS POINT (CONTAINER) - conducting stowage and securing in a safe way inc emergency first aid, entry and exits, handrails, plugs, laddrs.

Record of maintenance and inspection of lashing equipment must be maintained.
