Explain the importance of regional cooperation for PSC.
The IMO recognised that the best way to coordinate PSC is at a regional level, because collaboration between regional countries would be the only way to stop sub-standard vessels from operating at a global scale. This system of agreement is call MoU (Memorandum of Understanding)
What are the advantages of MoU?
- More effective sharing of information
- Extended control of ships whilst trading in the region
- Harmonised system of inspection and surveys.
- Better cost/benefit
- Unfair competition between ports in the region avoided
- Global cooperation through inter-regional cooperation
- Significant deterrent for sub-standard ships
e.x: Paris MoU, Tokyo MoU, Abuja MoU, Black Sea MoU, Mediterranean MoU.
What are the characteristics of MoU?
- Information exchange on deficiencies.
– A condition found that is not to be in compliance with the requirements of a relevant international convention. - Recording is done under a sort of unified code system.
- Some countries and MOUs maintain detention lists
- Having a system of unified inspection regime.
- Exchange of information on ships
What is the Port State Control? Which countries can exercise it? Which
ships are the subject of PSC? Which ships are normally targeted most?
