What is the IMO Data collection and reporting framework?
This refers to the IMO framework that mandates the measurement and reporting of annual fuel consumption of vessels.
What are the 3 elements of this data collection system for measuring and reporting the annual fuel consumption of vessels?
- Data collection and reporting by ships
then: - Data verification by Flag State
then: - Data transferring to IMO and storage in a centralised database at the IMO.
What are the main features of the IMO DCS?
- Applicable to ships greater than 5000 GT.
- Annual reporting with no need for voyage data.
- Company responsible for submission of data.
- Flag Administration responsible for data verification.

What are the types of data to be reported through this DCS?
- Ship IMO number
- Technical characteristics of the ship including ship type, Gross Tonnage, Deadweight at summer load line, etc.
- Total annual fuel consumption by fuel type
- Distance travelled
- Hours underway
How is the fuel consumption measured in DCS?
- Use of BDN plus additional ship-board fuel stock check at the start and end of reporting period.
- Use of regular ship-board fuel stock check and calculation of fuel consumption for the reporting period
- Use of fuel flow meters.
What is the CII?
The Carbon Intensity Indicator (CII) is an IMO-regulated metric aimed at reducing the carbon emissions of ships by evaluating their operational efficiency.
A measure that tracks how much carbon dioxide (CO₂) a ship emits for the work it does, like how far it travels and how much cargo it carries.
What does Regulation 28 on Operational carbon intensity (CII) deal with?
- Attained annual operation CII,
- Required annual operational,
- Operation carbon intensity rating,
- Corrective actions if the rating does not meet the requirements, and
- Review aspects of regulation 28 in 2026.
How is Regulation 27 on DCS and the CII connected?
The CII is calculated from the data collected under Regulation 27 of DCS.
What is the difference between attained and required CII?
Attained CII is the CII calculated using the above data from the DCS data, whereas required CII is calculated using the CII for 2019 (as baseline) and use of a reduction factor.
Attained CII shall be less than the Required CII.
What is the CII formula?
Annual fuel consumption*CO2 factor/Annual distance travelled * Capacity
What is the CII rating?
- SEEMP shall include the required annual CII for the next 3 years, an
implementation plan, a procedure for self-evaluation and improvement, (and if required a plan of corrective actions). - CII Rating of A to E shall be assigned to each ship according to IMO Guidelines.
- Ships with rating of D (for 3 years) and E shall develop and submit a plan in SEEMP and implement to improve.
