Helicopter Aircraft Commander per NATOPS CH5:
The HAC shall have completed all of the requirements for and possess to an advanced degree, the knowledge, proficiency, and capabilities of a helicopter 2nd pilot. The HAC shall further meet the requirements set forth in detail in CNAF 3710.7. In addition the HAC shall satisfactorily complete the unit helicopter aircraft commander flight check.

The AFCS Mode is important enough it will operate w/ a single failure.
SAS and DSEN are the fail operational modes.
What is Fail Safe in regards to AFCS?
Mode is not necessary for minimum for safe ops and a single failure failure will cause it to stop working.
