- Insignificant
- Minor: Disruption of less than 24 hours
- Moderate: Medical treatment needed no fatalities
- Major: Fatalities, extensive number of injuries, significant damage and financial loss
- Catastrophic: Significant number of fatalities, community unable to function without significant outside support

- Extreme risk: detailed research and risk management planning required by executive chief. Action required to reduce consequences
- High Risk: Planning required by chief officer, some action required to reduce consequences
- Moderate Risk: specific target hazard or critical facility response and monitoring required
- Low risk: manage through routine procedures
