What is planned preventative maintenance?
- Sets out the maintenance priorities and requirements over the length of the plan
- Comments on condition of the fabric of the building and external elements
What did you consider when setting out the plan?
- Phasing of works
- What is scaffold dependent, despite lifespan, what works could also be included to prevent repeated scaffold installations.
- What are the priorities, i.e. FRA items that have not been actioned, is there an asbestos register
How did you ascertain the service life of building elements?
- BCIS Component life expectancy tables available on BCIS online.
How did you cost the maintenance plan?
- BCIS costings
- SPONS
- Rates from comparable projects and works recently tendered.
What documents did you ask for?
- Previous O&M information
- Existing H&S file
- Floor plans
- Site plans
- Asbestos information – management survey and prior R&D surveys
- Schematics – electrical
- Planning history
- Previous condition schedules
Can you describe how you undertook your inspection?
- Start externally – access roof safely or via MWEP (mobile elevated working platform)
- Methodical – roof → brickwork details → external doors & windows
- Internally same method – ceilings → wall features → floor
- Services / M&E – inspected by external consultants
How did you present your findings to the client?
- Present in a table format:
- Building name, followed by each element – roof, walls, RWGs
- Score A-D, priority 1-4
- Lower the letter, more serious the defects are
- Lower the number, higher priority items
- Provided a cost for each item
How did you split your urgency grades?
- Urgent (1) – Year 1
- Notified (2) – Years 2-4
- Next phase (3) – Years 4-7
- Not required for a while (4) – Years 7-10
Can you describe some of the buildings that were inspected?
- Brick built with UPVC windows & doors, pitched roofs with clay tile coverings
- Flat roofs (mixture of liquid and felt) with stone cladding, timber windows and doors
What factors could influence your recommendations to your client?
- If the client had any maintenance works planned or scheduled
- If this was the case, it could be removed from the PPM

- RICS Code of Measuring Practice – 6th Edition

- International Property Measurement Standard
What is the main difference between a PPM and a Schedule of Condition?
- Schedule of condition – snapshot in time, assessing condition of building at the time of inspection only
- PPM – cyclical survey assessing the condition of building elements, and how the condition will deteriorate over time
