How did the government make use of pardons?
they offered pardons to encourage rebels to disperse (POG) as well as to appease discontented subjects (e.g Amicable Grant)
How did Henry VIII buy time when dealing with the POG?
he received Aske’s demands but deliberately waited a number of weeks to respond in the hope that the rebels would become unruly.
How was the Great Chain of Being used as propaganda by the Tudor Monarchy?
used to assert the Tudors were the legitimate government and that rebellion was a sin against God.
In 1549 how did Cranmer use propaganda to encourage rebels to drop their cause?
Cranmer wrote a homily on obedience.
How did Henry VII use propaganda to encourage unity?
Henry VII created the Tudor Rose which married together the insignia of the Yorkist and Lancastrian houses.
He also named his son Arthur (after King Arthur) whose birth took place in Winchester - the ancient capital of England.
How did Mary I use propaganda?
She made rousing speeches to the people of London when threatened by Wyatt’s rebellion in 1554
How was Henry VII effective in using pre-emptive action to deal with Simnel and Warbeck?
in dealing with Simnel;
- the clergy read out a papal bull which excommunicated the rebels
- the real Earl of Warwick was paraded to show that Simnel was an imposter.
In dealing with Warbeck;
- pressure was put on foreign powers not to support him.
- Lord Stanley (who had acted decisively in Henry’s favor at the Battle of Bosworth) was executed for allegedly supporting Warbeck.
Which type of rebellion almost always necessitated a forceful, military response?

why did the government often prefer delaying tactics over the use of force?
- there were concerns about unrest if troops went unpaid
- troops were to be raised by the nobility and gentry but legislation meant that they couldn’t raise a force larger than the monarch.
- concerns it would increase hostility
In Ireland;
- the terrain was too inhospitable
- communication was very challenging
- Irish rebellion often used guerilla tactics that English commanders weren’t used to.
Give some examples of occasions when the government forces were outnumbered by the rebels?
- In 1497, the Cornish rebels had a larger force than Lord Daubeney.
- In the POG there were 40,000 rebels and Norfolk led only 8000 men in the Royal Army.
- In 1549, the government was facing numerous rebellion whilst at war with France and Scotland. As such, Lord Russell had just 3000 men to counter 6000 Western Rebels and the Marquis of Northampton had 1500 men whilst Kett had 15,000.
- At the start of the Northern Earls, the Earl of Sussex had only 1000 men compared to 5000 on the side of the warring earls.
