JP’s had failed to control the western rebels and the arrival of Sir Peter Carew only inflamed the situation and turned a local protest into a serious rebellion.

The Lord Lieutenant was sent in to put down Ketts rebels but did not have enough troops and was defeated. As a result, the Duke of Northumberland was sent with reinforcements.
