- he wanted to appoint medical officers who would oversee the living conditions as cleaner streets would have a beneficial impact on public heath, wanted them to have clean water as it was causing disease like cholera and so having a + effect on public health, poor drainage was contaminating water supplies
- There was no reaction due to the laissez faire government attitude and so reforms were not introduced and landlords didn’t want the expense of having to rebuild slum housing but a public health act was passed in 1848 as a result of another cholera outbreak where they tried to clean streets and introduce local health boards but this wasn’t very effective
