- expressed: individual seeks help to overcome variation from normal health
- normative: professional defines interventions appropriate for expressed need
- comparative: comparisons between needs for severity, size, range of interventions and cost

- will not approach health service: due to little knowledge about entitlement to service,
lack of confidence - struggles with receiving service: limited knowledge on how service works, struggles to explain needs
- services don’t tailor what they do to individual patients learning needs and styles
- struggles to engage with healthcare providers: providers unaware that patient’s will not be able to put knowledge into practice, frustration and lack of trust
