Private Health Care
Hospitals and clinics are owned by individuals, groups, or corporations.
They may be operated by non-profit organizations or operated for profit.
Users of private services pay out of pocket (if they can afford it) or they buy insurance to cover their medical costs.
problems with private health care
People with higher incomes can afford better quality care.
Insurance companies may decide not to cover pre-existing conditions because long term treatment is expensive.
Doctors who provide services for profit may get greedy and perform unnecessary tests, treatments, and procedures.
Some providers might cut costs to stay profitable, and such measures may negatively affect the quality of care.
Two-Tiered Health Care
Upper tier: those who can afford to pay for private delivery of health services.
Lower tier: those who rely on the public system (or what’s left of it)
problems with two tiered health care
If the wages and salaries are higher at private for profit clinics and hospitals, they may lure health care professionals away from the public system.
The private system may employ more experienced professionals and have more advanced equipment and treatment.
Some procedures not covered by public insurance will be offered by the private for profit system, forcing people to pay for services they can’t afford.

wait times are barriers for procedures, but they are improcing; the rich can chose to skip the line and pay for medical service in other countires; members of military, RCMP, prisoners, worker’s compensation claimants receive more timely health services because they are not covered by the Canada Health Act. but according to health canada, most people are satisfied with their health care
