- Stolypin attempted to win over the peasants with land
- allowed wealthier peasants (kulaks) to opt out of mir communes and buy land
How the ‘carrot’ approach successful
-Kulaks prospered and in turn made larger more efficient farms, increasing production dramatically
What did Stolypin introduce under oppression to ensure power in russia
- Stolypin came down hard on strikers/protestors/revolutionaries
- over 20,000 exiled
- 1,000 hanged
- became known as ‘Stolypin’s necktie’
How was Stolypins approach of oppresuon effective
-it effectively killed off opposition to the regime in the countryside after 1914
What did Stolypin introduce under reform to ensure power in russia
- wealthier peasants- kulaks- were allowed to opt out of the village commune and buy land
- a peasants land bank was created to loan kulaks money to help them buy land and invest in it
- Stolypin tried to increase russian industry by continuing to invest in the building of railways
How was Stolypin’s expansion of industry policy ineffective
- Russia was still miles behind the modern industrial powers such as Britain and Germany
- Urban workers’ wages were still low
- cost of houses and food didn’t come down
- living and working conditions remained appalling
- quality of life for Russian people didn’t improve
What were the successes of Stolypins refroms
1890-1913- grain production doubled
1890-1913- pig iron production increased and coal production more than tripled
number of strikes halved between 1908 & 1911
peasant disturbances were under control until after 1914
What were the failures of Stolypins refroms
- 90% of land in the fertile west of Russia was still run by inefficient communes
- farm sizes remained somewhat small
- peasants still lived in awful conditions.
