What is Gosplan?
The State Planning agency that made the targets for the economic enterprise according to what the Party wanted
Why was Gosplan ineffecitve?
It had the wrong information and statistics about the collectives and industries so it set high and ambitions targets to try to appease the Party.
Why was Gosplan corrupt and inaccurate?
Not reaching the target was a criminal offense, so some numbers would be changed so it looks like they got to the target so they aren’t arrested

It became much harder because of the increase in strictness in being idle, late, stealing or not getting up to quota.

It increased in its use for food, shoes and vodka so much that the police found it hard to police the workers.
