Some developing countries are improving due to becoming newly industrialised countries eg South Korea, Taiwan, China. TIDT

Wages are lower and cheap labour has encouraged the development of commerce and business.
Taiwan has increased GDP by 2.7%, they industrialised through electronics and textiles. Much of the money has been invested in education including universities. Taiwan expanding petrochemical industry TMT they earn valuable foreign currency through exports which can be spent on development.
However, there are countries which struggle to develop e.g Chad + Ethiopia. These countries suffer periodically from drought.
Chad has one of the highest levels of hunger in the world. 66% of it’s population live in severe poverty. TMT
when famine/malnutrition is an issue, money intended for development like health + education is diverted to deal with these emergencies. TMT Chad is caught in a cycle of poverty and it will be difficult to improve.
Other countries have improved their development through selling resources. For example Malaysia has benefitted from the export of primary products - rubber palm oil + tin.

money put aside to improve development is often spent on rebuilding eg) In July 2019 in the most recent flood, 200,000 people have been displaced, dozens of villages fully submerged + 4 million people are at risk of flood insecurity and water borne diseases.
Roads, railways + bridges need to be rebuilt TMT Bangladesh struggles to develop because money has to be spent on flooding year on year.
