What are General Provisions and where can they be found?
General provisions describe in detail how to overcome specific difficulties that fall outside of the ESP when working on the WTG. These can be found in the GE management instructions.
What are the 5 General Provisions?
GP1 - General Safety
GP2 - Additional Safety Rules and Procedures
GP3 - Special Instructions, Lost Keys/AWP, Absent AT
GP4 - Objection on Safety Grounds
GP5 - Reporting of Accidents and Dangerous Occurrences
Briefly describe the provision “GP1 - General Safety”.
- Provision states that before work or testing, it is a personal responsibility of the AT to satisfy him/herself that general safety has been achieved in the workplace.
- Once establishing general safety, a signature of the AT will be given on the Pre-Task Brief.
- As well as the AT, all of the working party are responsible for the maintaining of general safety throughout the work.
- The AT will monitor general safety throughout the day i.e. weather, lifting ops, oxygen levels, fatigue, housekeeping, use of tools/PPE etc.
Briefly describe the provision “GP2 - Additional Safety Rules and Procedures”.
Provision states that in addition to ESP, other associated rules must be complied with i.e. GE rules, Client rules, Country specific rules/procedures etc.
Briefly describe the provision “GP3 - Special Instructions, Lost Keys/AWP, Absent AT”.
Provision states that under circumstances that are not covered within the ESP i.e. loss of padlock keys, or the absence of an AT, special instruction will be issued and confirmed in writing.
Briefly describe the provision “GP 4 - Objection on Safety Grounds”.
- Provision states that any person receiving instruction in the application of these rules shall report to the person issuing the instruction with their concern around the safety of the task.
- Objections shall be dealt with accordingly, which is described in the Management Instruction for that Wind Farm.
Briefly describe the provision “GP5 - Reporting of Accidents and Dangerous Occurrences”.
- Provision states that persons are to comply company procedures for reporting accidents and dangerous occurrences.
- Electrical accidents/dangerous occurrences involving Electrical and Mechanical equipment are to be reported immediately to appropriate AE or nominated equivalent.
