What are the roles and responsibilities of the Responsible Manager (RM)?

A
  • Responsible for the overall SSoW within their site/project.
  • RM must be satisfied that the Authorising Officer is capable and competent.
  • Any abnormal situations that occur during operations must be reported the the RM.

What are the roles and responsibilities of the Authorisation Officer (AO)?

A
  • Responsible for ensuring compliance is met by following the SSoW.
  • Responsible for the preparation and co-ordination of authorisation panels and the point of contact for all nomination/authorisation related requests.
  • Provides detailed guidance and feedback to panel nominees and members and is responsible for the signing of documentation and certification and will make these available for projects/site to access.

What are the roles and responsibilities of the Authorising Engineer (AE) (LV 1)?

A
  • Responsible for ensuring compliance is met with respect to the completion of the safety documentation.
  • He/she will create, release, review and control documentation for Haliade work procedures, considering the most up-to-date Electrical Machinery Standards.
  • Point of contact for stakeholders with technical related questions and requests.
  • Can also assist Senior Electrical Compliance Leader regarding SSoW solutions, review and audit or SSoW breaches.
  • Can also assist AO with technical authorisation panels.

In addition to the responsibilities of the AE LV 1, the level 2 authorising engineer shall also…

  • Create AWP’s that allow for HV switching to provide safety from the system, including cross boundary switching operations with the HV safety rules.

A
  • Responsible for enacting a safe ‘Transfer of Control’ to/from the technician.
  • The role can be issued to an SOV manager or Supervisor and can be an external or client based role.

  • Responsible for using their technical knowledge and experience for making reports and recommendations to overcome hazards. The hazards may prevent work or testing and therefore would require their expertise to formulate a suitable plan.

What are the roles and responsibilities of the Authorised Technician (AT)?

A
  • Correct use of surrender record and/or safe custody.
  • Personally control safety documents and keys.
  • Notify OC of limitations or restrictions.
  • Inform the working party of emerging risks.
  • Following the Selected Persons Reports & Advice.
  • Transfer of control, to/from the OC.
  • Providing personal supervision during a ROMP.
  • Providing Personal supervision (Over the shoulder) and Immediate Supervision (Within the area/on the turbine).
  • Correct use and completion of the AWP.
    Responsible for himself/herself and the working party.
  • Gives instruction to the working party.
  • Establishes and maintains General Safety.

There are two types of supervision, explain what they are.

A

Immediate Supervision
- Supervision by a person who is continuously available at the location i.e. WTG.

Personal Supervision
- Supervision by a person who is always in the presence of the person carrying on the work i.e. directly with the supervised person at all times (Over the shoulder).
Personal Supervision must be given when:
1. Specified on the AWP.
2. Where work is to be done on busbars and busbar connections of multi-panel switchboards.
3. When the AT-1 is operating HV equipment with an AT-2.
4. When the removal of covers or barriers on HV equipment is required (AT-2).
5. During ROMP’s
6. CT’s shall always provide personal supervision under a ROP.

The ability to explain and/or demonstrate what Supervision responsibilities an Authorised Technician has during activities on a WTG.

A

Personal or immediate supervision is a responsibility of the AT. The decision on immediate or personal supervision should be decided depending on the competence and understanding of the task of the technician or if instructed or specified in the AWP.

- The AT will be within the working environment supervising his/her team
