When does a domestic disturbance occur?
When two or more people are involved in either a violent or verbal dispute. The individuals involved do NOT have to be related.
Where should a patrol park when responding to a domestic disturbance?
A reasonable distance (2 to 3 houses away) from the address given.
When should the patrol shut off their emergency lights?
Prior to approaching the scene to ensure an undetected approach.
How many seconds does the patrol wait prior to knocking on door and why?
10-30 seconds.
To listen for audible clues to determine the intensity of the situation. If the residence is quite verify the address with ECC.
What position should patrols maintain while on scene at domestic disturbance?
In advantageous position to maintain visual contact with the inside of the residence and provide cover. Check the door prior to attempting contact to determine if it is unlocked. A third patrolman may be assigned to cover the rear of the residence.
What should the patrolman do once the door is answered?
Display a calm positive and helpful manner.
Introduce and identify yourself and state the reason you were dispatched.
If not invited into the residence request to move the interview inside for privacy (The nature of the call requires SF members to gain access to ensure good order and discipline in the home.)
Once inside the home what should the patrolman immediately do?
Separate parties involved. If possible, ensure involved parties are out of eyesight and earshot of each other.
What are some signs that may indicate intervention in a domestic disturbance?
Injuries
unusual circumstances which warrant investigation
signs of struggle or confrontation
damage to government property
petechial hemorrhaging
cuts or scratches on hands/arms.
If there is only a verbal altercation who do you call?
The units first sergeant.
What are the procedures if there are children present during a domestic disturbance?
Check children in the quarters for signs of abuse or neglect.
Consider contacting friends or family members to take children away from location until situation is resolved.
What are the solutions at any domestic disturbance incident?
Temporary separation
referral to another agency
apprehension if evidence substantiates a crime has been committed.

What is Security Forces role in Domestics?
The primary role in these situations is to take immediate action to restore order and protect lives.
What is Apprehension and Detention?
Apprehension is based upon probable cause. (Reasonable belief that a crime has been or is being committed)
Detaining is used If it becomes necessary to control someone who is not subject to the UCMJ, (because SF does not have authority to apprehend civilians), until such time as they can be handed over to appropriate off-base authorities.
What is a VWAP?
DD Form 2701, Victim and Witness Protection.
SF personnel investigating crimes must ensure all victims and witnesses are provided a DD Form 2701 to ensure victims/witnesses are aware of their rights under the VWAP.
