Members vote in a way where a majority of Dems oppose a majority of Reps. Increased since 1970. More people in congress are more liberal/conservative than ever before.

To pass laws, oversight of federal agencies, create budget (governments list of priorities).
Why can it take a while for bill to become law?
Congress is slow to act, many opportunities to block or prevent action.
