insists that the best police officers are those that actually care. officers who show care and concern for the ppl in the community find meaning in their work. this help protect against cynicism and burnout.
creativity promotes experimentation as it challenges the community to work with the officer on new ways to deal with old problems

reactive policing - is police action after receiving a complaint or call for help. Egs.

what are the key elements of problem oriented policing?
- problem is something that concerns or causes harm to citizens.
- addressing problems means more than quick fixes.
- Police officers must routinely and systemically analyse problems before trying to solve them.
- the analysis must be thorough even though it may not need to be complicated.
- problems must be described precisely and accurately and broken down into their specific aspects.
- problems must be understood in terms of the various interests at stake.
