What is the PIC defintion?
PIC is responsible for safe, orderly flight and well-being of the crew, independent of rank or senority.
What are the PIC designation requirements?
3
- At least 2 takeoffs and landing
- 5 hours within 90 days
- 10 hour first pilot time
Can PIC be transferred in flight?
Shall not be transferred except for emergency, OPNEC, or directed by Squadron CO
If OTC Embarked, who retains authority?
Wing, Group, or Squadron CDR retain full authority and responsibility if embarked on aircraft of their command.
How does PIC work if Flag or General Officer Embarked?

- Must be eligible for command at sea
- Accept full responsibility for safe and orderly conduct
- Shall give due consideration to PIC’s judgement for safety to include weather and aircraft/crew limits
- All flight violations, accident reports, and any other actions arising from the flight will be referred to Flag/General
What are the HAC requirements? (6)
- Completed requirements for and possess to advanced degree, the knowledge, proficiency, and capabilities of H2P
- Minimum 500 total flight hours
- Minimum 150 rotary flight hours
- Pilot hours in class and model required by CO or higher and be able to demonstrate proficiency and judgment to ensure mission accomplishment.
- Demonstrate ability to command and train officers and enlisted flightcrew
- Demonstrate the qualities of leadership required to conduct advanced base or detachment unit operations as OIC when such duty is required
What are your minimum fuel requirements? (4)
- No Alternate required: Fuel from takeoff to destination plus 10%
- Alternate required: Fuel from takeoff to IAF at destination and thence to alternate plus 10% reserve
- Shall never be less than 20 minutes of flight based on planned altitude
- Shall calculate reserves with any known or expected delays
When are we allowed to land at civilian airfields? (3)
- Contribute to Mission Accomplishment
- Add value to training
- If it is in the interest of the government and taxpayer
What are our closed tower operations? (3)
- Base CO can authorize to extend airfield hours without opening control tower
- Need Squadron CO and Base CO approval
- Need Squadron CO and Base CO approval if not needing crash crew
What are the crew rest requirements? (2)
- Crew rest includes time for meals, transportation, and sleep
- Member shall include the opportunity for 8 hours of uninterrupted sleep for every 24 hour period

In the tactical environment, military exigency may require on site deviation from instructions/procedures contained here.
The risk of deviation must continually be weighed and the benefit of deviation from this manual.
Deviation from specified flight and operating instructions is authorized in emergency situations when, in the judgement of the PIC, safety justifies such deviation.
What is actual IMC?
Conditions external to the aircraft that does not permit visual reference to a horizon
What is an actual instrument approach?
When actual instrument conditions are encountered below 1000’ AGL at the airfield or flight deck during an instrument approach
What are your overwater PAX transfer at night restrictions? (3)
- Ship launch and recovery SHALL be made in daytime unless waived by Strike Group CDR, Amphibious Squadron CDR, or OTC for OPNEC
- For MEDEVAC, a qualified medical attendant current in approved water survival training (minimum non-aircrew underwater egress training) and properly briefed on emergency egress for that aircraft may be transferred at night with Ship CO approval
- Does not preclude troop movement for amphibious exercise, VBSS L3, or SPECOPS (training or operational)
What are our max flight times?
Daily - 12 hours (not to include pre/post flight duties)
Weekly - 50 hours and no more than 6 consecutive days
Monthly - 100 hours
3-Month - 265 hours
Yearly - 960 hours
What is the time zone accommodation period?
Every time zone over 3 requires 1 day of recovery
Does not ground aircrew but it should be noted that the person will not operate at optimal level
When can we land at other than airfields? (MSL)
- Military Requirement
- Adequate safeguards to permit safe landing and takeoff without hazard to people or property
- No legal objections
***can be waived by Squadron CO if conducting SAR operations
What is the definition of minimum fuel and emergency fuel?
- Minimum fuel is advisory in nature to notify controller that the aircraft cannot accept undue delay. Not emergency.
- If at any time the remaining usable fuel suggests the need for traffic priority to ensure safe landing, pilot shall declare emergency fuel and report fuel remaining in minutes
- Emergency fuel is an emergency and will receive special handling.

What are the 4 principles of ORM?
- Accept no unnecessary risk
- Accept risk when benefits outweigh the costs
- Anticipate and manage risk by planning
- Make risk decisions at the right level
What are non-essential flights and examples?
- Flights that can be misinterpreted by the public are prohibited
- Routine nature flights where commercial or other military transport could not be more economically suited
- Officer or group of officers for convenience or prestige and not in the performance of official business or accomplishment of bona fide training
- Repeated flights to hometown
- Flights to sports or civic events
Where can we do autos?
- Limited to field boundaries to a surface in which a full auto can be safely made
- Shall have rescue, crash, and fire fighting readily available
- Shall have Tower approval
What is the definition of helicopter flight?
Starts when helicopter lifts from rest point or commences ground taxi and ends when landing and rotors disengage or stationary for 5 minutes with rotors engaged
