What is the Program Phase?
A
Identifying Needs. Reviewing end users available documentation, and identifying end users that will be part of the scope creation.

What is the differrence between Tasks, Applications, and functions?
A
Functions is the physical features of the room including AV systems. Tasks are what is being done in the room (ie. Presentations, taking notes) So basically how the AV systems can support the application. Examples of applications are Training, or Videoconferencing.
