Water vapour condenses to form oceans

Co2 is absorbed by the oceans

Green plants and algea disolve into the ocean - which start to produce oxygen from photosynis

It may be more expensive
You may nit be bothered
Governemnts may be conserned by limiting economic growth with new laws
