Q

Field units have received or may receive transformer registration information. The law’s intent is that the central authority (headquarters) of a Fire Department receive the necessary information not a local firehouse. If received at the firehouse were should it be sent to?

A

3.1.2
any unit receiving transformer registrations or when asked by transformer owners as to where to send registrations shall direct that they be sent to: Toxic Substance Unit, Bureau of Fire Prevention, NYC Fire Department, 9 MetroTech Center, Brooklyn, New York, 11201. Proof of registration with F.D.N.Y. for transformer owners will only come from the Toxic Substance Unit.

Q

Interpreting information in the Hazardous Substance Lists requires an understanding of the following definitions.

A

5.2.1
Type of fluid/coolant - indicates type of liquid in a transformer.
A. If any of the names appearing in section 4 are shown, the “PCB level (PPM)” column will be blank since these dielectric fluids contains PCB in amounts in the hundreds of thousands PPM PCB.
B. If a number appears in the “PCB level (PPM)” column it indicates that this particular transformer has been tested for PPM PCB.
C. In some instances where a fluid/coolant shown in section 4 is listed, a number appearing in the “PPM” column is relatively low. This is accounted for by past servicing practices of that particular transformer over a period of years.
D. If “oil” is shown in the type of fluid/coolant column, the PCB level (PPM) column will either be “O” indicating no PCB; a number, indicating amount in PPM; or blank. If blank, assume equipment is PCB Contaminated (50-499 PPM PCB),
Note: “Oil” is a mineral oil, originally, PCB free. Due to past storage and servicing practices it may have become PCB Contaminated (50-499 PPM PCB).
E. “Silicon” - A non PCB type of dielectric fluid used as a replacement for PCB fluids in a transformer.
F. “Air” - A transformer cooled by air not a liquid, hence will not contain PCB.
G.U.O. - Unknown oil, if no count appears in PPM column, it must be assumed to be PCB transformer.
H. Dash (-) indicates that the particular information was not available.
I. Carcasses - Indicates those “PCB transformers” taken out of service and awaiting disposal. They may or may not have been drained. If drained, they always will contain residual dielectric fluid and must be treated as a “PCB TRANSFORMER.

Q

The FDNY considers a Transformer with how many ppm of PCB’s as a PCB Transformer?

A

6.1
Until all locations containing PCBs are identified, every incident involving transformers and capacitors shall be treated as if PCBs were present. Any leaking or burning transformer oil shall be assumed to be PCB oil until proven otherwise. DESPITE EPA DEFINITIONS, THE NEW YORK CITY FIRE DEPARTMENT CONSIDERS A TRANSFORMER WITH ANY AMOUNT OF PCBs AS A PCB TRANSFORMER.

True of False?

A

6.4.12
False
Evacuation of the fire floor and all areas exposed (even if light haze of smoke exists) shall be given prime consideration.

17
Q

Decontamination procedures outlined in the Emergency Response Plan: Hazardous Materials shall be implemented only when members or equipment are exposed to levels of PCB’s of what level?

A

8.1

50 PPM or higher.

18
Q

FDNY Hazardous Substance Lists concerning Con Edison equipment will be numbered?

A

ADD #1 sec.1.1
Lists concerning Con Edison equipment will be the #100 series titled “FDNY Hazardous Substance List #100, 101, 102, 103, etc.;” The 100 series will be reserved for Con Edison equipment only.

19
Q

Interpreting information in the Con Edison Lists requires an understanding of the following definitions.”Internal” refers to what type of transformers?

A

ADD #1 sec. 1.5.1

“Internal” refers to those transformers within or having access to the interior of a building.

20
Q

Interpreting information in the Con Edison Lists requires an understanding of the following definitions. “External” refers to what type of transformer?

A

ADD #1 sec. 1.5.2
“External” refers to those transformers having no access to the interior of a building. Most will be in underground vaults under either sidewalks or streets. with gratings on top of the vaults. Some will be in “walk-in” vaults at ground level enclosed on all sides with a means of egress.

21
Q

Rail Cars that receive power from what source of eletricity will be equipped with transformers?

A

ADD #2 sec.1.3
Rail cars which receive power from a catenary (overhead wires) will be equipped with transformers which may contain PCB. They will be found in certain cars of Amtrak and NJ Transit.
1.4 Rail cars which normally receive power from a catenary and then switch to a rail shoe when entering tunnels for service to Grand Central and Penn Stations will be equipped with transformers which may contain PCBs. These include certain cars of Metro North Commuter RR.

22
Q

M2 cars, New Haven line of Metro North are the only cars with orange stripes. M2 cars always operate in pairs,Which car will contain the Pantograph

A

ADD #2 sec. 3.2
M2 cars always operate in pairs, one “A” car (an even numbered car), having a pantograph is coupled to a “B” car (odd numbered car) having no pantograph.

23
Q

What is the best ways to identify an M2 Car?

A

ADD #2 sec.3.3

The best way to identify M2 cars is the orange stripe on each side of the car and pantograph on the roof of the “A” car.

24
Q

There is only 1 pantograph for every 2 M2 cars, which one of the cars will have a transformer attached to it?

A

ADD #2 sec. 3.4
Though there is only 1 pantograph for every 2 cars, there will be a PCB containing transformer in every car which will have attached to it the EPA approved label.

25
Q

What # series of the FDNY Hazardous Substance Lists will be reserved for RR equipment only?

A

ADD #2 sec. 5.1
Lists concerning RR equipment will be in the #200 series titled “FDNY Hazardous Substance Lists #200, 201, 202, etc.” The 200 series will be reserved for RR equipment only.
