2.2.3 Whenever activation requires the assembly of more than one task force, a Sector/Group Supervisor shall be assigned. The Sector/Group Supervisor shall supervise the task forces in the field. The IC, Operations Section Chief or his
designee shall communicate and coordinate with assigned Sector/Group Supervisors. When multiple task forces are activated in one borough, multiple Sector/Group Supervisors may be required. When more than five task forces are activated in one borough, a second Sector/Group Supervisor shall be assigned. The intent is to adhere to optimal span of control, one Sector/Group Supervisor per five task forces.

What are the primary functions of a Con-Ed Representative when part of a RRV Task Force?

3.3 Con Edison is encouraged to be a component of all assembled task forces consistent with availability, especially for trees/wire down assignments. The primary function of the Con Edison representative is to assess electrical hazards, and initiate appropriate tactics to remove the hazard. The optimal resources Con Edison can provide as part of a task force are a boom truck and an electrical trouble shooter.

3.4 Each task force shall be equipped with a minimum of two chain saws, spare chains, chain
saw fuel, elevator keys, one dewatering pump and NFPA approved protective equipment
for chain saw operations including; helmet, eye and ear protection, gloves, bunker boots
and chaps.

What is the Primary Communication between the Task Force Leader and the Incident Command Post?

Primary Communications: The primary method of communications shall be the Department Administrative Radio System, (DARS). DARS radios are 400 mhz, UHF hand held radios. Task forces operating in each borough shall switch their DARS radio to the designated assigned frequency for that borough. DARS radios do not interfere with transmissions of normally assigned HTs. Each Borough Command is supplied with fifteen radios and chargers.

How are the Task Forces USUALLY identified when communicating?

A

5.1 Individual task forces require identification but their designations are flexible. Consideration shall be given to identifying each task force using the designation of one of the assigned RRVs in that task force. (e.g., Task Force-132 would include RRV 132). Members communicating to each other within the task force would use their assigned unit designations to identify themselves, e.g., RRV 132 to BFU 2.
