Articles of Confederation
1st national gov’t of the US
Created a central gov’t with limited power
Each state had its sovereignty & independence
Articles of Confederation gave the central gov’t the power to
Conduct foreign policy
Borrow money
Make treaties
Political weaknesses
No executive branch
No national court system
Unicameral Congress
One vote per state regardless of size
Amendment to articles required unanimous consent of all states
To pass a law required 9 out of 13 states to agree
Economic Weaknesses
Congress could not impose taxes, and could not regulate commerce
Individual states could impose tariffs on other states
Shay’s Rebellion (1768-87)
Daniel Shay, veteran of Revolution in MA led a rebellion of poor farmers
Demands of Shay’s Rebellion
Lower taxes
End of foreclosures
End of imprisonment for debt
Shay’s Rebellion demonstrated that the current gov’t was
TOO WEAK to put the rebellion down
Impacts of Shay’s Rebellion
Increased calls for stronger central gov’t
Fear of anarchy amongst the propertied class
Annapolis Convention (1786)
5 states met to discuss trade & commerce
Planned to meet up in Philadelphia, PA in one year
