Vyshnegradsky as Finance Minister.

What did AIII disapprove of from his father’s reign?
Russia’s foreign policy and demanded a more active policy in the Balkans.
How was repression furthered through the Russian Orthodox Church?
Under Pobedonostsev, each year 250 churches and 10 monasteries were built (orthodoxy).
What did the August 1881 Statute of State Security do?
Significantly strengthened and extended the powers of the state in pursuit of revolutionaries, after AII’s assassination.
Who’s powers were also extended?
The Okhrana.
What were Okharana Factory Informers supposed to do?
Watch for early signs of unrest.
What was the result of factory informers?
Very little. In 1886-94 there were an average of 33 strikes per year.
What did the 1890 Zemstvo Act do?
Brought the zemstva under direct central control.
What did a law passed in March 1883 do to peasants?
Increased the power of the bolshak and made it harder for peasants to leave the mir.
What were peasants banned from doing? What year?
1893: banned from leaving the mir.
What were reintroduced in 1889?
Land Captains.
What did Land Captains have the power to do?
Overrule any decisions made by a peasant court, remove peasant officials, fine and arrest peasants and use corporal punishment if necessary.
How did AIII help the nobility?
By setting up a Gentry Bank in 1882, to give favourable loans to nobles buying land.
What were the police centralised under?
The Ministry of the Interior.
Where was there a strike in 1885?
The Morozov dye works, which involved over 8000 workers, but was subsequently banned.
