It was built for political as well as economic reasons, it was heralded as the “forge of the Kazakh proletariat” and designed to create a working class in the steppers and semi-deserts of Central–Asia. It also facilitated the transport of cotton from Turkestan to Siberia and cheap siberian grain from Russia to the Fergana valley.
