There are two tiers of fines imposed upon organisations:

The indices are used to calculate X1 inflation. You use different indices depending on what the works are. Includes labour, plant, concrete, fuel. On my package there are Weighted Price Adjustment Factors (PAF) and you factor in the current date to the base date.
