When was a new constitution agreed?
22nd August 1795
What were the main features of the constitution?
-all men over 21 who paid direct taxation could vote to choose electors
-electors had to pay taxes equivalent to 150-200 days labour to choose deputies
- separated the legislature from the executive
What was the council of five hundred?
Those over 30 who would initiate legislation
What was the council of ancients?
250 men over the age of 40 who would approve or object to bills
What was the executive?
A directory of 5 chosen by the ancients by a list drawn by the five hundred
How long did the directors serve for?
Five years, although one had to retire each year
What were directors in charge of?
-diplomacy
-military affairs
-law enforcement
-gov ministers
-gov commissioners
What did the yearly elections promote?
Instability as majorities could be easily overturned
What could the councils do to the Directory?
It could paralyse it by refusing to pass laws that the government required
