Command Managed Equal Opportunity (CMEO)
Provide an environment free from personal, social, or institutional barrier
CMEO Report: Informal Report
Notification of the CoC
The CoC must inform the Command Climate Specialist or the CMEO Manager, and must be documented
Report must be resolved within 14 days utilizing the CoC
CMEO Report: Formal complaint
When the CO is informed
6 Ways to file a complaint:
- Navy Equal Opportunity Formal Complaint Form
-This is the preferred method - Redress of Wrong Committed by a Superior
- UCMJ Article 138, Complaint of Wrongs against the Commanding Officer
- Report and Disposition of Offense(s)
- Contacting the Inspector General
- Communicating with elected officials
Steps the CO must take when routing a Formal CMEO report
Initiate an investigation within 72 hours
Identify counseling or legal assistance for all involved in a harrassment or discrimination claim
Send an OPREP 3 Unit SITREP
Steps for a Sexual Harassment report
Navy has a ZERO TOLERANCE policy
Within 72 hours, forward complaint to the next higher level commander in the CoC and appoint an IO
Another IO will be appionted from outside the command
Fraternization
Unduly familiar realationships. Harmful to good order and discipline.
Prohibited relationships:
Officer and Enlisted members
Senior and Junior Enlisted, who are assigned to the same command
Sexual Assault Prevention and Response (SAPR)
Two types of reports:
Restricted
Unrestricted
Program to provide the resources required to support victim recovery.
Restricted report
Allows assault survivors to confidentially disclose the incident to specific individuals, receive care/treatment, without initiating an investigation
Can only be filed with a:
SAPR VA
SARC
Required to keep confidentiality:
Qualified Health Care Personnel
Chaplain
Victim’s Legal Counsel
Unrestricted report
Allows assault to disclose the incident to the command, receive care, and initiate an investigation.
Can move from Restricted to Unrestricted, but not the other way around
Suicide Prevention Program

“Ask, Care, Treat”
Command suicide prevention programs are designed to enable deck plate action, which focus on training, intervention, response, and reporting.
Navy Alcohol and Drug Abuse Prevention and Control
ZERO Tolerance for drug use
Provide comprehensive alcohol and other drug abuse prevention and control policies.
Drug and Alcohol Program Advisor (DAPA)
Command’s primary advisor for alcohol and drug matters and reports directly to the CO or XO.
Provide a means for self-referral for alcohol abuse counseling or treatment
Drug and Alcohol Abuse Reports (DAAR)
Submitted within 30 days of referral
Drug DAAR are filed in service member’s permanent service record
Family Advocacy Program
Domestic violence abuse
Established to provide consistent, standardized response to incidents of domestic or child abuse within the Navy
Primary goals of FAP:
Prevention
Rehab/intervention
Consistent/appropriate response
Victim Safety/support
Command accountability
Command Fitness Leader (CFL) Responsibilities
Administer the requirements of OPNAVINST 6110.1
Conduct the PRT
Oversee command FEP
Ombudsman
Liason between the triad and families back home.
Advisor who helps the CO have a better understanding of the welfare of the command’s families
Fleet Family Support Program (FFSP)
Ensure that Sailors and families consistently receive services across all Fleet and Family Support Centers (FFSC)
Organized into four areas:
Work and Family life
Counseling, Advocacy, and Prevention
SAPR
Navy Gold Star Program
Exceptional Family Member Program (EFMP)
A mandatory program designed to identify family members with long-term health care or special education needs.

Ensures proper care for minor children or adult dependents during any time the member is unavailable.

12 Weeks
Those eligible:
Birth parent and non-birth parent
Qualifying adoptions and long-term foster situations
May be taken at once or in increments of 7+ days
Maternity Convalescent Leave - 6 weeks
Pregnant Service Women
Responsible for promptly confirming their pregnancy and informing their CoC
Notifies Commands at 20th week of pregnancy
