Optimized Fleet Response Plan Goal (OFRPG)
A balanced, sustainable, and predictable approach to maximize employability
Personnel, Equipment, Supply, Training, and Ordnance (PESTO) Pillars
Goal is to ensure that administrative requirements are met to perform operational duties, and deficiencies are reported.
Dictates exit criteria for each phase
Personnel
Personnel onboard with NEC, qualifications
System: FLTMPs, NTMPs
Equipment
Material condition of the ship, equipment casualties
System: CSMP, MFOM
Supply
Stores and parts on board, assess spending
System: CMP
Training
Track ship certification status and sustainment requirements
System: TORIS
Ordnance
On board to meet operational needs
System: OIS
Availability Work Package (AWP)
Material assessment and correction of critical materiel issues
Based on ship’s input & planned upgrades
Total Ship’s Readiness Assessment (TSRA)
Readiness-focused material condition assessments scheduled and managed by the TYCOM and executed by the Regional Maintenance Center (RMC).
Readiness Evaluation (READ-E)
Assess, validate, or certify a ship’s readiness across full spectrum of manning, material, and training
Provide periodic feedback to the appropriate ISIC/TYCOM
Maintenance Phase
Establishes a material foundation that will support Basic Phase.
Good time for training and PQS programs
Shakedown Phase
Verify the ship’s material condition is able to support Basic Phase training.
Indicates the ship and her crew will not be negatively impacted by material deficiencies during basic phase training.
Conduct first UNREP during TYCOM Sea Trials
Basic Phase
Conduct first UNREP during TYCOM Sea Trials.
Watch standers will become familiar with governing documents (Battle orders, tech manuals, EOSS/CSOSS, etc.)
Afloat Training Group (ATG)
ATG will assess and grade all Certification Exercises (CE’s)
Develop Basic Phase training plans
Advanced Phase
Focus is to progress individual unit warfare skill sets through multi-unit tactical warfare training.
Complete advanced-level exercises focused on multi-unit tactics
- Surface Warfare Advanced Tactical Training (SWATT)
- Group Sail (GRUSAIL)
Integrated Phase
Combine individual unit warfare skill sets into a single cohesive strike group, ARG, or mission-oriented deployable unit.
INSURV Material Inspection or TYCOM Mid-Cycle Inspection
Sustainment Phase
The culmination of the FRTP cycle.
Focuses on maintaining a unit’s proficiency to support operational requirements.
Certification Exercises (CE)
Conducted in the Basic Phase and are a prerequisite to mission area certification and Basic Phase completion
i.e. Moor to a buoy for MOB-S
Repetitive Exercises (RE)
Conducted by ships following mission area certification to maintain proficiency in each mission area.
i.e. Anchorage for MOB-S every 90 days
Advanced Exercises (AE)
Conducted during the Advanced and Integrated Phases or sustainment phases
Defense Readiness Reporting System - Navy (DRRS-N)
