  • Applicability and definitions.
    (1) HAA operation means flight with a patient or medical personnel on board, for the purpose of medical transportation, by a part 135 certificate holder authorized to conduct HAA operations. A HAA opp includes, but is not limited to—
    (i) Flight of A/C to the site at which a patient or donor organ will be picked up.
    (ii) Flights to reposition the A/C after completion.
    (iii) Flights initiated for the transport of a patient or donor organ that are terminated due to weather or other reasons.

-VFR ceiling and visibility requirements for Class G airspace.

Unless otherwise stated in Opps Specs, when conducting VFR HAA opps in Class G airspace: Local Day 800-2, Night 1000-3, NVS/TWAS 800-3 :Nonlocal Day 800-3, Night 1000-5, NVS/TWAS 1000-3.

May designate local flying areas in manner acceptable to Administrator.

Pilot must pass an exam on local area every 12 months.

-IFR opps at locations w/out wx reporting.

(A)The Admin may authorize the certificate holder to conduct IFR HAA opps at airports with an IAP but no Wx reporting subject to the following limitations: Wx report is available w/in 15 nautical miles, IFR flights must include an alternate airport that complies w/ 135.221 and 135.223, if opp in class G must be able to transition VFR to IFR, must be at Cat A speeds

(B) A/c must have severe weather detection equipment,

(D) After completing a landing at the airport at which a wx report is not available, the PIC can determine if the wx meets the takeoff requirements of part 97 of this chapter or the certificate holder’s Opps Specs.

  • Approach/departure IFR transitions
    (a) Approaches- When conducting an authorized instrument approach and transitioning from IFR to VFR flight, upon transitioning to VFR flight the following wx mins apply-
    (1) PinS Copter Instrument approaches w/ “Proceed VFR” of 1 NM or less; vis 1 SM/ceiling on app chart. (2) 3 NM or less; Day 600-2: Night 600-3 (3) greater than 3 NM; VFR required for airspace
    (b) Departures- (1) VFR wx mins of paragraph (a) of this section apply if- FAA-approved obstacle departure procedure is followed and IFR clearance is obtained not more than 3 NM from the departure location. (2)If not (b)(1) VFR Wx for airspace required.

  • VFR flight planning.
    (a) Pre-flight: PIC must- (1) Determine MSA, (2) Identify highest obstacle, (3) Using MSA determine ceiling and vis required for airspace.
    (b) Enroute- Pic will ensure all terrain and obstacles are cleared by- (1) 300 feet for day, (2) 500 feet for night.
    (c) Rerouting the planned flight path- if rerouting required must comply with above and part 91, if stopover must re-plan.
    (d) Opps Manual must contain planning procedure required.

  • Pre-flight risk analysis.
    (a) OM must contain preflight risk analysis containing- (1) Flight considerations obstacles and terrain on route, LZ conditions, and fuel (2) Human factors/stressors, (3) Wx, (4) Procedure to determine if call has been rejected by someone else (5) Strategies for mitigating risks, including approval by management personnel to release a flight.
    (c) Prior to first leg, PIC must sign the risk worksheet including date and time it was completed.

  • Briefing of medical personnel.
    (a) Except (b) of this section, prior to HAA operation, each PIC must ensure that medical personnel briefed on following—
    (1) Passenger briefing requirements in §135.117(a) and (b); and (2) Physiological aspects of flight; (3) Patient loading and unloading; (4) Safety around the helo; (5) In-flight EPs; (6) Emery landing proc; (7) Emer evac proc; (8) COMMs (9) Operational differences between day and night operations, if appropriate
    (b) Approved training program can accomplish this for 24 month periods.
